Below are instructions on how to finish the game via boat route
1. Find the keycard 2 (priority)
2. Open up the ships armory or tier 2 door
3. Grab a decoy module
4. Power up warehouse if you haven't already
5. Grab the Gasoline
6. Shove both on the boat at the docks
7. Win
