When World War II ended, the Allies – the US, UK, France, the Soviet Union, and their allies – threw a small victory party. When they did, they agreed to divide Germany into separate occupation zones. Berlin was divided, even though it was technically in the Soviet zone.
Various agreements dictated how each country should and shouldn't operate their zones, but… Of course, when the Cold War began, and the Western allies tended to cooperate, things quickly began to deteriorate.
