The game doesn`t have "Advanced Settings", so you need manual tweaks. And yes, like most of the fighting games, below 50 - 60fps will result a sluggish gameplay, which I not recommend to run more than 800x450. Set full screen will force run 1366x768, so set your monitor resolution at 800x600 then set 800x450 in game.
