Chrome OS Flex minimum requirements say it requires 4GB RAM. I decided to try with 3GB and IT RUNS GREAT! Get https://chromeenterprise.google/os/ch...
My test platform is a Dell Vostro 1310 with a Core 2 Duo (the 1.8 GHZ T5670). This is a 64-bit chip and was launched in 2008. The laptop had no hard drive when I bought it, so I popped in a SATA III SSD. Even though it is a SATA II laptop, it runs fine with the SATA III drive (albeit with less throughput).
Other benchmarks I ran (from the UBCD disk found at https://www.ultimatebootcd.com/downlo...) show this laptop performs between a 2.4 -2.6GHz Pentium 4. The Intel Prescott 2M Pentium 4 was 64-bit and ran at a higher clock speed, so should run this OS Flex just fine.

Update
I re-ran the webGL test on the aquarium, and it was much better after a re-boot, 15 FPS with 500 fish, and 5 with 10,000. First results were just no good. It is using Hardware Acceleration for WebGL.
Note that while I believe it would run using 2GB, I know from testing that 2GB is exceeded doing simple things like watching videos, so I would NOT recommend that configuration. A computer with a discrete GPU might get away with it, but someone else will have to run that test! You also won't be running Steam on it, which requires an 11th Gen I5 and at least 7GB RAM. :(
