The GTX 1650Ti is not particularly value for money neither it has the
performance to warrant the premium over GTX 1650.
Buy the GTX 1650Ti only if your budget allows, no need to increase
the budget to afford it.
Increase the budget if your current budget is 5k-10k from a 1660Ti laptop.
