This is how I would trace over a reference image.

First, for a card like this, I'm going to use the Rectangle tool.
I'm going to zoom in to the center of the line as much as possible. I'm not going to worry about lines in the other dimension, I'm just going to focus on this one line right here.

Now I'm going to scale in one direction - I'm going to start from a start point, then click on the end bounding point, then set the point to where I want to rescale.

I'm going to do the same thing to the square - I'm going to zoom in, set the start point, end point, then drop the shape where I want it.

I'm going to take this, and Copy in Place right here.

So I'm going to do Circle from Radius and just eye it, like that.

So now I'm going to size this up to 3.37in. I'm just going to scale in this dimension since it is a line.

So here's my card, so now I can figure out the dimensions.

Commands:
Rectangle in Rhino
Circle from Radius in Rhino
Copy in Place in Rhino
Scale 1D in Rhino
Scale 2D in Rhino
Scale 3D in Rhino
Scale in Rhino
Dim in Rhino
