The F64 threshold that decides whether 500 report viewers cost you 500 Pro seats — or nothing.

This episode separates the two licensing models that cause most of the confusion: Power BI is priced per user (Free, Pro, PPU), while Fabric is priced per capacity (the F2–F2048 SKUs). The concrete payoff is the F64 rule — below it, every viewer needs a paid Pro or PPU seat; at F64 and above, Free-license users can open content, so a few authors plus hundreds of viewers often makes a capacity cheaper than buying seats. The gotcha most teams miss: the old P SKUs are retiring (renew-only), a P1 maps to an F64, and you get a 30-day free / 90-day access grace window when you reassign workspaces — plus you can pause an F capacity to stop billing entirely.

Useful when you're sizing a Fabric capacity, planning a Premium-to-Fabric migration, or deciding between per-seat and per-capacity for a viewer-heavy org.
