Reliance has a solution to this issue of not having VoLTE support. You have to download Jio4GVoice app which was formerly known as JioJoin.
Just download the application from Google Play Store and setup. Now, you will be able to make calls from your Jio SIM card and the application even has support for HD video calls.

2. Attempt few times to call
3. Update the firmare or android version
4. make Jio4GVoice as default app for calling
This may fix Jio calling issue but not 100% until some serius solution came from the Reliance Jio.
