Heavy Ball Math:
The lowest catch rate a Pokemon can have is 3, and in Scarlet and Violet, the Heavy Ball can give a max catch rate modifier of +30 for pokemon over 300 kg, boosting that catch rate up to 33.
You have to multiply 3 by 11 to get to 33, making the effective catch rate x11. Aside from the Master Ball, which just guarantees a catch, the highest other catch rate seen from a Poke Ball is x8–either by using a Love Ball against a wild pokemon that is the same species but opposite gender of your Pokemon, or using a Level Ball against a wild pokemon that’s less than a quarter your pokemon’s level.
Therefore, aside from the Master Ball, the Heavy Ball is the strongest Ball in the game under ideal conditions.
