After patch 2.0, all clothing are usually meant for FASHION aesthetic purpose and lost all their stats. Except few ones like Chest piece and Helmet/hat, as some may still provide few stats apparently.
You can chose any of your 6 outfits anytime on the go in the open world.
However, to "create" an outfit, you need to go to your apartment to build a set. You have up to 6 set.
All you have to do is click the outfit set, chose your clothing for each piece then your good to go.
No need to save as it auto-saves. It may happens sometimes that the game glitch and you may lose all your sets created ( it happened to me sometimes after reloading a game ). Then all you'll have to do is to recreate your sets again.
