For any competent navigator, understanding the basics of navigation is considered good form these days, and for a cadet or sailor aspiring to become a navigator, this knowledge is essential.
However, if you haven't learned this subject in college (and most likely, you haven't learned it in correspondence courses), you're often too lazy to study it yourself, as any textbook is several hundred pages long.
