Upload Shapefile to ArcGIS Online and Use Offline in Collector
This video demonstrates how to take your already created shape files, zip them up, and upload them to ArcGIS Online without an ArcMap/ArcPro license. However, you must have an ArcGIS Online license for this to work. Then you will make a map and use it offline.
