I've tried many book review sites over the years and this is what I'd do if I were get book reviews with a budget of USD $100 only.

No matter what company you choose to use in order to reach readers and get honest book reviews, always - ALWAYS - do some due diligence.
If it doesn't fit your needs or pass the sniff test, skip it.
You've got to decide where best to put your money in order to get legit book reviews. Where actual readers read your book. And actual readers leave honest reviews about your book.
