Fallout 4 Missing Pip-boy bug
Fallout 4 bug where you can't access Pip-boy due to doubling up in power armor.
This fixed my issue when nothing else would (reloading, 3rd person etc etc).
UPDATE! Ignore the video, new instructions as follows (one of these will work, safe to run them all), using the up arrow will help with the repeating of commands...
Equip then remove all the available power armors:
player.equipitem 3E577
player.removeitem 3E577
player.equipitem B1C09
player.removeitem B1C09
player.equipitem 140D7B
player.removeitem 140D7B

Your arm should now show with out the Pip Boy, now equip the Pip Boy:
