Starfield is a very demanding game, but it's graphics menu allows for a lot of tweaking. Using FSR 2 is necessary and sadly this game does not have a good implementation of it! A good thing is that even Low Settings here look great, as they don't disable shadows or Ambient Occlusion and Reflections.
The Medium Preset is a good way to start and there are some settings that can be turned down to low for maximum Performance. Generally, the game doesn't run very well on hardware comparable to the GTX 1060 and that's to be expected as Bethesda requires a GTX 1070 Ti as minimum spec!
