They're a unit used in agile methodologies (like Scrum) to estimate the effort, complexity, and relative time a task might take. It's not just about hours, but how much it costs mentally and technically to solve something.
Obviously, this is a simplification. Other factors are also considered, such as the impact of the work, code quality, collaboration with the team, etc.
