Current sources can be made with an op amp because of the output voltage changing as needed to hold the voltage at the inverting input at the same voltage as the non inverting input with negative feedback. If a resistor is connected from inverting input to ground, then that voltage difference will pass current through the resistor and load. The voltage across the resistor (now the same as the voltage at the non inverting input) and the resistor's resistance will set the current.
