Good afternoon, I kindly ask you to post this, I just can't stand it.
Today, January 21, 2022, I was stopped by patrol police (their car, a Mitsubishi Outlander 4645, was driving behind me). Specifically, Agobekov Anver Dzhavinshir Ogly.
The inspector stopped me without introducing himself, thus violating Section 18.3 of the Law on National Traffic. The second police inspector refused to show me my identification despite the fact that I had a video camera (which is contrary to Article 34 of the Constitution of Ukraine) and said he wouldn't let me film his ID card. They didn't say what they wanted from me, what I violated, or what my status was. They didn't let me use my license, as per Article 268, for being without a mask, which is prohibited by Order 220 of the Ministry of Internal Affairs. He started pestering me about my front license plate, claiming it wasn't there (due to weather conditions, it had been torn off and had fallen onto my windshield before I could attach it). The patrol officer, without explaining what I violated, started demanding documents to file a report. He didn't identify himself, and he never did. Realizing I wouldn't give him my documents, he went into the car (locked himself in) and started writing a report on the car's owner. He didn't respond to my actions, simply brazenly writing it without identifying the driver or informing him of the violation.
When I asked him to identify himself and explain what was happening, he remained silent.
It's unclear what he violated during the process. There are many Ministry of Internal Affairs orders and Ukrainian laws; people like Agobekov shouldn't be serving in the police.
