Requirements before learning the Vault Keeper’s Melody:
Reach the Whispering Vaults (lower section): it’s accessed via the Cogwork Core, and the area is split into upper/lower paths—head to the bottom side.
Have the Needolin ability: unlocked by defeating Widow in Bellhart; you use Needolin to learn/play melodies.
Obtain the Sacred Cylinder (Vaultkeeper quest): progress the Vaultkeeper side-quest by collecting Psalm Cylinder(s) and bring the Sacred Cylinder back to him.
Speak to Vaultkeeper Cardinius in Whispering Vaults and use Needolin at his altar to learn the Vault Keeper’s Melody.
