"New" 3DS Region Change WITH eShop Access - Requires two consoles
You must install Godmode9 to the console you want to change regions before starting this process. See the links below for how to do this (this process may change over time with new system updates sent out by Nintendo)

How to wipe Nintendo ID:
Boot into Godmode9 (Hold start when booting)
Press Home button, Scripts, GM9Megascript, Scripts from Plailect's Guide, Remove NNID
