So, we're making a knife out of 9ХС steel; I somehow missed the breakdown.

What is it?
Alloyed tool steel.
Where can I get it? What can I buy?
Drills, reamers, taps, dies, combs, milling cutters, machine punches, cold work stamps. Critical parts, the material of which must have increased wear resistance, fatigue strength under bending, torsion, contact loading, and elastic properties.
Availability.
Finding a drill or die from it is not an easy task, and finding a critical part, whatever it is, is a real challenge. Therefore:
Available in abundance from sellers in all calibers, raw and cooked, with a form factor to suit your taste. You can easily get your hands dirty.
Similar products abroad.
Europe produces 90CrSi, but the rest don't seem to be making any effort in this direction.

C - 0.9%
Cr - 1.25%

In use.
Forging. From 1180°C to 800°C.
Quenching. At 870°C. Fully immersed in oil. And it's best not to mess with the temperatures.
Tempering. 180°C for 1 hour. Hardness. You can get as much as 63 Rockwell. Which is steep and implausible, but the reference book says it's plausible.

Features.
An attentive listener might be a little taken aback by the applicability of this and the composition.
It's not without reason. Great Soviet minds crafted it with an eye toward wear resistance, fracture resistance, bending resistance, defect resistance, and resistance to morbidity. And overall, they succeeded, BUT
It rusts slowly and wouldn't be appropriate for the kitchen. It welds poorly, and shoving it into a bag of Damascus steel is stupid, but it's possible. Who's going to stop us? Common sense? I don't think so.
Well, I wouldn't expect any truly exceptional results, but still.
A little chromium slightly increases the thermal requirements, and a little silicon will provide some protection against the leash.

Verdict (in my biased opinion).
The skill and practice requirements are "forward and forward"—perfect for blacksmithing.
In the heat treatment, "do it right—it will be right"—keep the temperatures consistent and you'll be happy.
Whether you could make a knife out of it, or maybe an axe, or even a razor—definitely yes.
Overall, it's a truly fine Soviet legacy.
