Here comes Twixtor® Standalone for Windows and Mac. You can just drag and drop your clip, select in and out point, speed (or speed ramp) and/or desired FPS and hit render. Uses same tech as Twixtor 8 plug-in. Also has support for time stretching/remapping audio with good automatic pitch adjustment.
