Special Notes:
4% Hit is the minimum requirement. 6% helps you vs Blood Elves, Dwarves, and Gnomes. 8% helps you vs Rogues and Ret Paladins. "Excess hit" beyond hit cap of your current target will help in the form of additional spell penetration (about 5 points per extra 1% hit). If you're playing with a Shadow Priest, most players think you only need to play with around 5% Hit (or less).
120-140 spell penetration is needed depending on what you're facing. Most people accept 120 as a reasonable baseline, but certain class combinations might make you re-gem a slot or two.
Engineering + Jewelcrafting is the way to true PvP BiS-ness. Play around with Rocket Glove vs Haste enchant to Gloves as an engineer to find your preference. Both have merit and are worth exploring.
If you want to main Fire from the get-go, just keep in mind the heightened stat priority for +Critical Strike Rating while you make gearing choices.
