While heavy weapons are generally not that great this one is not half bed. It is only heavy weapons that does not restrict you movement. You can use jetpack with this weapon :)
While it does lots of damage it has some thing holding it back. If you are a Cleric your range buff wont work with heavy weapons. For Outlaw double dmg chem works just fine :) This weapon does lots of dmg coz of 3 round burst mode. But it also eats up ammo like crazy. And you can't just find ammo for this weapon laying around or collect it from enemies like you can for energy rifles. Becaouse of this reason I think you are better of with this two rifles:

But if you want heavy weapon for looks or something this one is the best.
