Step 1: Set up the page
Open MS Word and select a new blank document.
Set the page size to 8.5 x 11 inches (or A4).
Set the margins to 0.5 inches on all sides.
Step 2: Add a background
Click on the "Design" tab.
Select "Page Color" and choose a color or texture for the background.
Step 3: Add a border

Use MS Word's formatting tools to customize the font, color, and layout.
Save the certificate as a template or PDF.
