The limos are kind of a double whammy: not only do they pop out three soldiers if destroyed while blocked, the additional soldiers will also add to the blood debt meter. You wont trigger Vendetta if you only kill the 'normal' enemies due to the presence of civilians, but a car dropping off enemies can change that. They can be CC'd/slowed though, so use that if you can't just shred 'em immediately in this stage.
