My opinion about this STRW is it's actually good and fun to play it. Honestly, it's hard to get 400 reputation sometimes because you can only gain it from establish the bases and seal the gate. The shifters could just destroy the HQ and kill the civilians. By stage 5, you'll get the STRW and use it during expedition. I could say it's hard to use on shifters since you are fighting the players and not an AIs. This concept is really good to capture shifter but you need a teamwork to use this thing. They should make it like you only have to pay and you don't have to wait until you get 400 reputation. We could experience how to use it and learn from it. I would give 7.1/10. Since you need to get 400 reputation (which is kinda annoying you can only use them on stage 5 and stage 6). Secondly, it's really risky to use on shifters, you could get hit or the cart can be destroyed. If you smart enough you can try to lure the shifters to your trap which is (Impossible I guess). Have fun with them.
