How to catch Feebas and Milotic in Pokémon Ruby, Sapphire, and Emerald
This tutorial teaches you how to find and catch the elusive Feebas and evolve it into Milotic in the Pokémon Ruby, Pokémon Sapphire, and Pokémon Emerald games. For this tutorial, we will use a tool called Feebas Locator, a plugin for PkHex that allows you to locate where Feebas will appear.
After capturing Feebas, we will feed it Pamtree Berry PokéBlocks to make it evolve quickly. This is the easiest method to increase Feebas's beauty in the game and evolve it into Milotic. Note that you can only win the Pamtree Berry from the Berry Master quiz after beating the Hoenn Pokémon League at least once.

Warning: Place FeebasLocator.dll inside the plugins folder in the root directory where pkhex.exe is located, as shown in the video. You will need a Windows computer to use PkHex and Feebas Locator.
Questions & Answers
Q) "Is it 72 hours in real time, or just in-game time?"
A: The Pamtre Berry takes 72 real-time hours to grow and form a plant with fruit. Speeding up the game using an emulator or save editor won't help; the game counts the hours in real time using the internal battery. You will have to wait.
Q) "Where do I get the PokéBlock Case? I can't use the Berry Blender."
A: In Emerald, simply talk to the receptionist at the main counter of the Contest Hall in Lilycove City and she will give you one. In Ruby/Sapphire, you have to talk to the little girl who is to the left of the counter at the Contest Hall in Slateport City. With the PokéBlock Case in your bag, you can use the machines to make Poké Blocks.
Q) "I used a Pamtre Berry and got a Gold PokéBlock, what now?"
A: That's okay. A Gold PokéBlock is an even higher level of Poké Block. A Gold PokéBlock made from a Pamtre Berry also serves to increase Feebas's Beauty and make it evolve, as long as its Nature is the correct one.
Q) "I'm giving my Feebas Blue and Indigo PokéBlocks but it doesn't want to evolve!"
A: As I explained in the video, Feebas with Impish, Careful, and Adamant Natures don't like to eat dry PokéBlocks, which is the case with Blue and Indigo. Ideally, you should use Feebas with Mild, Quiet, Rash, or Modest Natures.
Q) "I gave my Feebas 4 Blue/Indigo PokéBlocks and it doesn't evolve!"
A: If the Nature is correct, then consider that in this video I fed my Feebas 4 Blue PokéBlocks Lv 50 and Feel 32 or lower. This is ideal for quickly increasing Feebas's beauty. If your PokéBlocks are of a lower level, you will have to feed it more.
