Make sure Chrome and all of its instances are closed.
Go to the default Chrome installed directory: C:\Users\UserName\AppData\Local\Google\Chrome\User Data\Default
Open the file "preferences" in any text-based editor like Notepad++
Search for "registered_protocol_handlers"
Insert the text:{"default":true,"last_modified":"13232227827772343","protocol":"tel","url":"https://voice.google.com/u/0/calls?a=nc,%s"},
Save the file and it should look like this: https://i.imgur.com/FTDxJMw.png (highlighted area)
Open Chrome and type: chrome://settings/handlers in the address bar
The page should look like this: https://i.imgur.com/zEEryKQ.png
Click on the 3dot menu to the right of voice.google.com and click default. Restart Chrome.
Test it out with a phone number link and let me know if there are any issues.
