As developing countries from India to Mexico and Brazil try to bring the pandemic under control, poverty, food insecurity, and joblessness continue to rise. To recover, poor nations will need to trade more and increase their participation in global value chains. The trade policy environment, however, puts these opportunities at risk, with advanced economies also losing out from shrinking middle classes. How can global cooperation help?
