Seventy days of war—and for the first time, there's not just a willingness to talk, but a concrete document on the table. One page. A declaration of the end of the war with a date. Thirty days to negotiate the details: the nuclear program, asset release, the Hormuz regime. A ten-year moratorium on uranium enrichment. An Iranian official said the answer would come today or tomorrow through Pakistani mediators.
At the same time, two previously unheard-of signals were being issued. Ghalibaf, one of Iran's chief negotiators, released an audio message to the Iranians: "A difficult road lies ahead." This isn't rhetoric—it's preparing the audience for conditions that some of the population will perceive as concessions. And for the first time in seventy days, the IRGC navy publicly acknowledged that safe passage through Hormuz is possible under "new procedures." Previously, the official position had been different.
Professor Fan Wong examines why a one-page document represents a political U-turn from "terms first, peace later" to "peace first, terms later." He explains why Trump's demand that Iranian uranium be shipped to the United States—not Russia or China—is the main stumbling block. He outlines three specific scenarios for the coming days, each of which is now plausible.
The difference between "a deal is close" and "a deal has been made" in the Iranian context has always been enormous—White House sources who expressed optimism themselves added the caveat: "negotiations have previously fallen apart at the last minute." Today, this warning trumps optimism. One question about uranium. The answer is today or tomorrow.
