It is very simple to make:
.Add the glass diffuse image dirty glass specular map ,click on texture ,choose bit map , fine the texture in the folder
.In reflection set by choosing color (0.733-0.733-0.733) RGB
In refraction set by choosing color (1-1-1)RGB
.In bump layer click on texture ,choose bitmap , choose dripping rain PNG , select color space custom Gamma curve (0.3) , choose bump amount (0.3)
