When Kaga first created Fire Emblem, he called it a "Simulation" game. The factors of individual units with stats, growths and permanent death were all part of this core idea of following a small, named squad of units on their adventures through a continent-spanning war. We would later call the series an SRPG or TRPG, Strategy or Tactics being debated upon. But over time, Fire Emblem left Kaga's hands, he stepped into his own realm with what are lovingly referred to as the "Kaga Sagas," and between those and modern Fire Emblem, there's clearly a difference even if the games are running on very similar mechanical frameworks.
The series is still tactical, but as it continues to move into a unit-focused complexity direction, it's important to take a look at what a more map-focused TRPG looks like.
