Two Navy lifers, Signalman William "Badass" Buddusky and Gunner's Mate First Class "Mule" Mulhall, are assigned a shore patrol detail to escort an eighteen-year-old seaman, Lawrence M. Meadows, from Norfolk, Virginia, to Portsmouth Naval Prison in New Hampshire.
Meadows has been sentenced to eight years in prison for attempting to steal forty dollars from a charity box, a crime made severe due to the charity being a pet project of the commanding officer's wife.
Initially, the officers view the journey as a chance for a paid vacation, planning to deliver Meadows quickly and enjoy the extra days.
However, upon meeting the young, naive, and frightened Meadows, their perspective shifts.
They decide to remove his handcuffs and give him a taste of freedom and adult experiences before his incarceration.
The film follows their journey through Washington DC, New York City, and Boston, filled with misadventures and moments of unexpected camaraderie as they introduce Meadows to new experiences like drinking, dining out, visiting a brothel, and attending a Buddhist gathering.
