WHY THIS ORDER
Most guides walk you through the Steam settings menus in whatever order the menus appear. This one starts with the fix that works most often and costs nothing, and puts the risky steps behind a backup — because Steam Cloud keeps only the newest version of your save, and there is no undo.

Verify Integrity of Game Files and Repair Library Folder are in almost every other tutorial on this topic. They repair a broken install, not a stalled sync. They're not where your problem is.
STILL STUCK ON ONE GAME?
Open Steam\logs\cloud_log.txt and search for "Download I/O Operation Failed". The filename next to it is your culprit - often a config file created by mixing a Steam Deck and a Windows PC.
