This group's name is 3-nin Matsuri. And group is correct and not band since this is one of many one-single-only minibands (Party Groups) which came in 2001, they were mostly shuffle groups from the highly popular band called Morning Musume.
From right to left, they are: Aya Matsuura, Ai Kago and Rika Ishikawa.
'Song & Style' are: Chu! Natsu Party (Kiss! Summer Party) - a hyper and cute pop song.
