Because Android studio is big software that brings too many files to your computer. So if your hardware I mean, Ram, SSD, GPU, Cpu is Powerful or Updated then it takes few minutes without hang.
I always prefer the latest version because when you download the latest version it doesn't show you any errors 2020.3.1 for Windows 64-bit (912 MiB).
