Europe's defense licensing regime is killing startups before they can even begin. Most companies with limited capital launch, then close within six months when they realize they can't operate for another year while waiting for licenses.

Bogdan Ochiana, Founder and CEO of Orbotix, doesn't mince words: calling Europe's red tape problem an "understatement" barely scratches the surface. Ochiana—who built his career fixing corporate crises as a management consultant across five European countries before founding Orbotix to build military drones—argues that regulators are conflating technology platforms with ammunition. Companies building defense technology aren't manufacturing shells or tanks, yet they face the same regulatory gauntlet: defense production licenses, trade licenses, storage licenses, import, export, and transfer permits. The distinction between dual-use and defense has collapsed, and the "dual-use" loophole everyone hopes for doesn't exist. If it was built for defense, it's defense—full stop.
