Amendments to Article 20.6.1 of the Code of Administrative Offenses of the Russian Federation open the way to arbitrary action and the development of a vicious practice of fining citizens for failure to comply with the rules of conduct during an emergency or the threat of one.
This formulation can be used to explain away anything without declaring a state of emergency, meaning that many citizens currently deprived of a source of income could be fined, which would replenish the federal budget.
What is this mechanism of fear and suppression? Social support measures for the population? Wouldn't it be easier to declare a state of emergency and forgive people all their debts, loans, credits, and utility bills? Instead of taking away everything they have.
