Now for those who are working on 32 Bit, They need to understand that there is a limitation of RAM usage to 4GB in windows 7.

So they need to upgrade their Windows 7 to the 64Bit version. After that their system will be able to use all available RAM.
Now for those who had already installed windows 64 version have to understand and apply the steps.

1. First, if they had a cheap external Graphic card Installed then
they need to check the BIOS settings whether is the memory is
allocated to them.
If yes then you have to do some experiment with them.
Generally, the onboard graphics use the RAM, but now a Day the advance Graphic card have their own RAM so there is less change on that.
Now First upgrade your motherboard firmware to latest from the motherboard or your company's website.
Then on BIOS change Primary video adapter to Auto. Then restart the computer and then check. If nothing happens then change to other settings.
But make sure you note down all the changes you made.

Now the Second Method Includes Tampering with Virtual Page file memory.

Page file memory is used in place of RAM and is allocated to every drive. Now If this memory is Low, your system can reserve RAM and your performance can go down.
Now Last year this method worked for me. I had installed 4 GB of memory, and only 2.6 GB usable in my Vaio Laptop which had integrated GPU.
So What I did, I just Reset the Virtual memory. Now for that you have to Computer Properties, Under advance system settings Under the performance section, then again Settings then advance then Under virtual memory.
First Uncheck or allocate 2 GB yourself. And then Restart. If it does not help then Click on Automatic and it will reset.
Hopefully this method for fixing ram Problem will work.
Now for the 3rd Method is (Msconfig)
Here first you have to go to Run then type msconfig. Then Under the boot setting click on Advance And then check Enable Maximum Memory
And Tha'ts all. In this way you can easily fix GB usable RAM problem in Windows
