right click on Timeline - Track operations - insert Track
Drag and drop image to playlist
Drag the image to the track
Choose image track
Click on filters
Click + to add filter
Search for "Size, Position & Rotate"
Edit image size and position
Now your image is resize and re-position in the right place.
