You'll need to be Mastery Rank 7 and have completed The Second Dream Quest, and have access, or have completed The Silver Grove Quest "The Silver Grove." Completing this side quest will award you Nightfall Apothic, Sunrise Apothic, and Twilight Apothic which is necessary to interact and spawn a Knave Specter.
