A lot of drivers don't know what Left Turn on Flashing Yellow Arrow means, but its because its a less common traffic signal, at least in California. Its used to reduce traffic congestion and keep traffic flow moving. Its similar to a Left Turn Yield on Green, but just like it, its not a protected turn. Drivers still need to yield to pedestrians on the crosswalk and oncoming vehicles.
