On August 1, 1985, a high-ranking KGB Colonel named Vitaly Yurchenko walked into the US Embassy in Rome and defected. The CIA thought they had won the lottery. Three months later, Yurchenko walked out of a Georgetown restaurant and went straight back to the Soviets.
