How to disable attack cooldown in singleplayer (1.9 - 1.15.2) (using NBTExplorer)
This method changes the base attack speed of the player, it's way better than custom items or haste 255.
For 1.16+ type this command: /attribute @s minecraft:generic.attack_speed base set 99
If you want to remove attack cooldown on your server‚ you can use a bukkit plugin called OldCombatMechanics :
