How to get the BEST Generals in Eu4
Today we embark on a theory crafting campaign of Eu4 where we stack general pips. We will restrict ourselves to to only global modifiers, and I will not use things I consider exploits, like disabling any DLC, no marches, ironman compatibility, achievement support and no custom nations.
