GTA V PC - How to fix launcher not starting error (loading cursor)
The fix in video is most likely what you're looking for if everything else has failed, however, here are all the other fixes:
a) (shown in video above) Disable 'Allow Bullguard to protect its components from termination' in Bullguard or whatever antivirus you are using.
b) If on laptop...
Disable your GPU by going into device manager and going under display adapters
Start game and you will see rockstar social club come up, then enable your gpu again before carrying on
c) Update GPU Drivers
For Nvidia the Grand Theft Auto 5 graphics cards drivers needed are GeForce 350.12.
For AMD the Grand Theft Auto 5 graphics cards drivers needed are Catalyst 15.4 Beta.
d) Grand Theft Auto 5 launcher crashing to desktop, or error code “the Rockstar update service is unavailable (code 1)”
You need to create a new windows admin account without any special character, for example, call it 'testname'.
e) GTA 5 PC 0xc00007b Error Fix
You have an out of date .Net framework. The solution to the 0xc00007b Error is to download the latest version, which can be found below:

Run as admin after downloading and installing.
