Cemu 1.11.3 Full Guide for AMD Graphics Cards (Read Description)
AMD Graphics cards don't get along well, I'm here to help! Here are the proper settings to get the best results out of Cemu if you have an AMD graphics card.
AMD Graphics Settings for "Cemu.exe"(Add it manually):
Set Shader Cache to Off
CEMU Settings:
Custom Timer: QPC
CPU Mode: Triple-Core (or single/dual-core, whatever works best)
Experimental: FullSyncAtGX2Draw

How to install and enable graphics packs:
Extract all graphics packs to the folder named "graphicPacks" and then start Cemu and enable them in the menu by selection "Options" then "Graphic packs". Check both "AMD Shadows Fix" and "FPS++" graphics pack. This will give you the most optimal BotW performance and gameplay!
CPU Priority in Task Manager:
Right click on "Wii U Emulator" in Task Manager then click "Go to Details". Then right click on Cemu.exe and under "Set Priority" select "High". Do NOT select anything below "High", I've found this step to be one of the biggest changes to my framerate! Sometimes, I even use "Realtime".
