Enable Flash in Chrome On All Websites Using Registry Editor Quick and Easy
This method will allow flash to play on all websites. I also want to add that if the Chrome Folder does not appear under Policies, then right click the policies folder and create it by clicking new key. And then Create the Chrome Key as well It is quick and easy. It is worth mentioning that for security reasons most people do not allow flash on all websites.
