so far the Vysor google chrome extension and the Vysor app , works.
even when the phone and Pc are not connected to the web/net
in any way......
you will need the Vysor extension for google chrome.
install the Vysor app onto android.

Small safety Note:
when you are done playing with the vysor app,
go into your android settings and first turn "debugging" back to off,
then turn off developer mode, why ?, by not doing this , you might leave your Android device vulnerable, if it were to ever get lost or stolen.
to use it again, turn developer mode back on.
then turn debugging back on.
